It's an abbreviation for "cent", which in this case has nothing to do with the dollar. There are 100 cents in a semitone, 12 semitones in an octave.

I can only tell if off by 50 cents or more! Yeah cassettes are almost always off. Even most home decks had pitch issues. They should be calibrated once a year.
