Donovan speaks like he sings - with a fey, hazy lilting voice. That's definitely not him saying "I'm part of the Frank Zappa act". The voice does sound familiar though...

Great to have an upgrade to this one, guys, thank you. Since I attended this gig in foetus form, I'm gonna take another listen in a warm bath with all the lights out later, and see if I can regress back to the womb!

Donovan was brought up in Hertfordshire (one of the Home Counties abutting London). He doesn't really have a Scottish accent - at least not in the interview that I heard about a year ago. He has a soft high speaking voice - as Joe C said - much like his singing voice.

I've only heard his speaking voice in the intro to Atlantis, which I always thought sounded Scottish. But I'm hardly an expert on English dialects.
Anyway, my suggestion is that it's Mark Volman saying "I suppose by now...", although it would have made more sense if he said "...we are part of the Zappa Act...", referring to him and Howard.
